My name is Nguyen Huu Lam, a farmer from An Dong commune, Quynh Phu, Thai Binh, Vietnam.
Agriculture faces many difficulties including access to land and land accumulation. The State allocates agricultural land (issuing LURCs) to households with a small area (500-750 square meters per person), which is an obstacle to the process of production area. There are few fields, but there are many owners, which increases production costs and reduces profits. Sanctions on the management and use of agricultural land are not strict enough, resulting in some uncultivated land without any way to recover and transfer it to others in need of production. The planning of the area was unsuccessful because some people in that area did not agree to contract or cultivate together.
To overcome these difficulties, I propose the following solutions:
- Nationalize agricultural land and assign it to competent authorities for management. Authorities directly stand for individual households and collectives to hire land. The contractor is responsible for paying the contract rent to the State at a certain rate and strictly complying with the regulations on cultivation and production for that type of land. If this cannot be implemented, then maximize the situation of land accumulation. There are many suitable solutions to encourage demand for production contractors. Ensure the legitimate rights and interests of the landowner and the land lessee.
- There should be a policy to recover the land or sanction and fine the person who is assigned land but did not cultivate it for agricultural production or did not comply with the regulations on the use of such land.
If the above solutions are implemented, I will take the lead in the work of contracting land and accumulating agricultural land for stable and sustainable development to create material wealth for society and contribute to building the country.
I wish for the Minister to be always healthy and have the wisdom to introduce mechanisms and policies to promote the development of Vietnam’s agriculture.
