The U.S. for the first time this week set out conditions on how sensitive agricultural products not subject to formula tariff reductions should be treated under a new World Trade Organization agreement, according to Geneva sources. The ideas were floated at an informal Oct. 4 meeting of the agriculture negotiating group in Geneva. The U.S. is calling for an expansion of tariff-rate quotas on any products designated as sensitive that are currently covered by a TRQ. In-quota tariffs should be reduced to zero and out-of-quota tariffs should be halved, according to the U.S., while the quotas should increase in size by 7.5 percent of annual market consumption of that product.

Informal meetings of the WTO's negotiating group on agriculture begin Oct. 4, with delegates under pressure to produce some narrowing of differences on outstanding issues which can provide positive input to a meeting of key trade ministers in Zurich on Oct. 10.

The AFA Execom meeting held in Seoul, Korea on Sept. 9-15, 2005 was a very productive event for AFA as they were able to strengthen relations with Korean farmers, clarify organizational issues and enhanc the regional projection of AFA as a farmers organization. The activities included participation in the Second Commemoration of the Martyrdom of Lee Kyung Hae, Field visits to Korean Farmers, visits and dialogue with KAFF, review of AFA proposals and projects and drafting of plans for the Hongkong Ministerial and AFA general Assembly.
