Design Workshop of the ILC Asia Leadership Program

Executive Summary

The International Land Coalition, through its members Asian Farmers Association for Sustainable Rural Development (AFA) and Pambansang Kilusan ng mga Samahang Magsasaka (PAKISAMA) co-organized the “Design Workshop of the ILC Asia Leadership Program”, held last May 10-12, 2018, at Splash Suites Hotel, Tagaytay City, Philippines. Sixteen participants, with five women, attended the workshop, which included selected established leaders from among ILC Asia members, the global member Procasur, an independent resource expert, and the ILC Regional Coordination Unit (RCU) and secretariat.

The workshop was part of a global effort of ILC—a leadership programme in Africa, Asia and Latin America and the Caribbean (LAC) pilot tested during 2018—to improve leadership development and strengthen ILC member organizations, because of the belief that strong organizations make up a strong network. Its main objective was to design a framework for a pilot program for ILC Asia members, given the socio-eco-political-cultural dynamics in the Asia region as well as the experiences of the participants in this workshop. For the first half of the workshop, participants shared their leadership journey, Procasur its successful initiatives in developing leaders, and ILC the progress of the Africa and LAC chapters. On the second half of the workshop, participants broke out into smaller groups and returned to plenary to discuss and agree on a main design framework and key elements of a pilot leadership program.

As a result of the three day workshop, participants were able to identify the qualities of a leader:

  • in the area of knowledge competency: innovative technologies, knowledge on land governance content and policies, and sociological/development foundations (including diversity and gender justice)
  • in the area on technical skills: ICT, training skills, artistry, proposal/project report writing
  • in the area of organizational development and operations: communication, strategic governance and management, resource mobilization, analytical skills, capacity building, lifelong learning and learning through experience
  • in the area of personal development: professionalism, ability to inspire, visionary, self-awareness
  • in terms of the values a leader should hold: democracy, willingness to sacrifice, fight and change, simple lifestyle, self confidence, cooperation, high moral power, environment-friendly, gender justice, empathy

Also, the participants agreed to the following:

  1. Develop an ILC Asia leadership program for 2018, with a core team/steering committee to be composed of: Saurlin and Carla for the ILC RCU and secretariat respectively, Don (ANGOC) and Jagat (CSRC) for the ILC Asia Steering Committee, Dewi (KPA), Esther (AFA) and Soc (Pakisama) for coordinatorship roles, with AFA and KPA as co-grant recipients. The program will have a (a) theoretical cum practical part, to be held in Philippines tentatively set in August; (b) a field visit part , tentatively to be held in Bandung, Indonesia in September during the ILC Global Land Forum and (c) mentoring led by senior leaders. The leadership program will target second liners of NGO/FO members of ILC Asia and their partner grassroot leaders. Selection of participants should consider gender and geographical balance.
  2. Submit their leadership stories, so that this can be published and can serve as inspiration for others, especially the participants of the pilot leadership program.
  3. Issue a statement condemning the killing and demanding for justice for two slain land defenders – Mr. Luis Arturo Marroquin and Mr. Jose Can Xol—both from Guatemala, and working with land rights movements CODECA and CCDA, respectively. (Read the statement here)
