Sixteen leaders and members of ILC Asia from 7 countries participate in the design workshop for ILC Asia Leadership Programme conducted on 10-12 May 2018 in Tagaytay, Philippines.

Through the workshop, the participants designed a possible Asia Leadership Programme that looks at the available experiences in the regions, at the needs of the ILC members and at overall regional context, the current role of CSOs, their organizational dynamics and challenges.

During the 3-day workshop, the participants also presented their personal and professional experiences in their respective training as a CSO/Movement leader and comments on zero-draft proposed leadership curriculum in the area of content, methodology and duration they consider relevant for an Asia Leadership Programme. Meanwhile, the resource persons will complement by presenting the results of the survey conducted by AFA and RCU in February 2018, other relevant experiences in Africa and Latin America, and some diverse approaches to institutional strengthening.

The workshop is organized by the Asian Farmers’ Association for Sustainable Rural Development (AFA), hosted by PAKISAMA, and is supported by the International Land Coalition (ILC) Asia. (updated 12 May 2018)

1. Rationale

ILC Asia members come from decades of fighting for land rights. Notwithstanding their remarkable achievements, many face challenges in terms of institutional strengthening and leadership development over time. This is about generating new leaders and re-generating current leadership, its vision and thinking. In short this about building stronger organizations.

AFA and RCU Asia launched in February 2018 a survey, complemented with interviews, to understand members’ interests and own experiences on capacity development , either for own organizational strengthening or community organizing.

From the survey and interviews, some clear linkages to existing efforts were identified, including some areas of work of the Asia Youth and Land Initiative aiming at fostering youth participation in land issues and enhancing networking capacities. From this first data collection, a workshop is proposed to design a possible Asia Leadership Programme that looks at the available experiences in the regions, at the needs of the ILC members and at overall regional context, the current role of CSOs, their organizational dynamics and challenges.

2. Composition of Design Phase Team

The design phase should be carried out by a balanced blend of ILC members in the regions and globally. The below team is proposed for the design workshop:

From the Youth and Land Initiative:

  • AFA, Ekta Parishad and RMI, as core members of the Youth and Land Initiative, could open an opportunity to build synergies between the two initiatives in order to: (a) complement results and ensure continuity of learning experiences, and (b) contextualize the Leadership Programme within the framework of other current initiatives in order to avoid duplications.

From the early risers on the Asia leadership initiative:

  • Pakisama, PAFID and TFM were the ‘early risers’ who facilitated an initial discussion in Issyk-Kul (Asia Assembly 2017) and submitted a first proposal of a ‘Training Institute’ for community organizers then turned into an Asia Leadership Programme.

From the survey and interviews: members with interesting initiatives/approaches on capacity development/leadership:

  • SAINS for its experience in developing curriculum on women leadership and other land related issues
  • MARAG for its interesting programme on organizational management, politics and governance
  • ALRD for its capacity development programmes both on organizational management and community mobilizing
  • Star Kampuchea for its internship scheme and experience in capacity development at community level
  • Kaflu has experience in organizational development (though current leaders only speak Russian)
  • CSRC for its experience in building accountable and strong farmers organizations for land rights

Possible resource people with global perspective:

  • Procasur is a global ILC member with experience in institutional strengthening in Asia, LAC and Africa, and currently leads the LAC Leadership Programme.
  • Benjamin White, ISS-Netherlands, is an expert in rural development with experience in Asia, and has been lecturer in the ILC Youth and Land Workshop of August 2017
  • ANGOC, as convenor of NES Phils and long time has been part of ILC Asia leadership
  • ILC RCU and Secretariat as they have been part of wider discussions on the importance of strengthening ILC membership at ILC Council level.

3. Design workshop outline and objectives

Invitees will come with request to present their personal and professional experiences in their respective training as a CSO/Movement leader and comments on zero-draft proposed leadership curriculum in the area of content, methodology and duration they consider relevant for an Asia Leadership Programme .

Resource people will complement by presenting the results of the survey, other relevant experiences in Africa and Latin America, and some diverse approaches to institutional strengthening.

Participants will agree on the final draft leadership training curriculum towards the end of the workshop which will be the basis for the piloting phase.
