The WTO draft ministerial text presented to members by Director-General Pascal Lamy over the weekend showed that not much headway has been made in the crucial issues.

The ministerial draft only served to widen the rift among members and has been criticised by both the developed and developing nations. Developing countries, which account for two-thirds of WTO membership, have made it clear that they will not be “bullied” into giving in to the demands of the rich developed nations. They will also not be “forced into a consensus”.

They have not seen the gains promised to them from the Uruguay Round. And many of the decisions of the Uruguay Round have not even been implemented. The Dunkel Draft (former Director-General of GATT) paid little attention to the interests of developing countries and they “vowed never to be pushed into a similar pact by a director-general again”.
