For small-scale family farmers, good policies can mean the difference between vulnerability and opportunity. Across Asia and the Pacific, farmers are doing more than cultivating their fields—they are shaping the policies that affect their lives, livelihoods, and communities.
Through the APFP-FO4A program, farmers’ organizations have strengthened their capacity to engage with governments, participate in policy dialogues, and advocate for the needs and rights of smallholder farmers.
Their advocacy is helping shape policies that promote food security, fair markets, sustainable agriculture, and stronger rural communities. Every policy gain creates lasting impact—improving access to resources, strengthening farmer livelihoods, and building more resilient food systems.
From local consultations and national dialogues to regional platforms such as ASEAN and SAARC, and global spaces including COP conferences, farmers’ organizations are ensuring that the voices of smallholders are heard where decisions are made.
This is the story of farmers turning their collective voice into meaningful action and lasting change.
The Asia-Pacific Farmers’ Program (APFP) – Farmers’ Organizations for Asia (FO4A) was implemented by the Asian Farmers’ Association for Sustainable Rural Development (AFA) and La Via Campesina (LVC), with funding from the European Union (EU) and the International Fund for Agricultural Development (IFAD). The program aimed to strengthen the capacities of farmers’ organizations to provide economic services, advocate for enabling policies, and promote sustainable livelihoods for small-scale family farmers across Asia.
